How does the Recovery Act impact the City of Grand Junction?
The City of Grand Junction made initial application of over $39 million under the Recovery Act.  Of these initial requests, the City was awarded $1.9 million in funding.  The City continues to monitor and apply for all funding sources when available and appropriate. Following is a list of the opportunities for which the City applied:

This grant is a direct, formula allocation and funding will go for the Public Safety CAD/RMS  (Computer Aided Dispatch and Records Management System).  Joint award with Mesa County (Total amount awarded to both agencies is $254,568).
Justice Assistance Grants- Competitive Department of Justice 552,040 0 552,040
This competitive grant application was applied for by the City of Grand Junction on behalf of all agencies served by the Grand Junction Regional Communications Center.  The grant would have paid for the salaries and benefits of 911 Telecommunicators for two years.

This competitive grant application was a pass-through grant opportunity through the Colorado Division of Criminal Justice.  The City of Grand Junction applied for $2.1 million in funding for the 800 MHZ digital truckened radio system that will allow for interoperability between Public Safety Agencies.  The Grand Junction Police Department was awarded $100,000.

The City of Grand Junction applied for $2.6 million in funding for the salaries and benefits of 10 sworn Police Officers for three years.  The Grand Junction Police Department was awarded $1.3 million for 5 positions.

The City of Grand Junction applied for $7.5 million in funding under this competitive grant opportunity.  If awarded, this funding would have been utilized for  the construction of a new, Neighborhood Fire Station and the re-construction of Fire Station #1.

Energy Efficiency and Conservation
Energy Efficiency and Conservation Block Grants Department of Energy $229,800 $229,800 $0
The City of Grand Junction received a direct allocation  under this funding opportunity, and the funds will be used for the following projects: $80,000 will go towards the construction of the CNG fueling station; $50,000 is being used to develop a residential and commercial energy audit program for the community; $35,000 for the GJ CORE program to be utilized for recycling containers and public outreach and education; $25,000 will be used in partnership with Grand Valley Power for an energy efficiency street lighting program; and $39,800 will be utilized for facility retrofits.

This funding opportunity was a collaboration between the Governor's Energy Office and other municipal partners (including Mesa County).  If awarded, this grant would have paid for the construction of a CNG fueling station at the City's Municipal Services Complex (fleet/purchasing facility).

This funding opportunity is available through the Governor's Energy Office.  If awarded, this funding would have gone towards the upgrades needed at the Persigo Wastewater Treatment Plant in order to capture and process the CNG.

The City was recently awarded $120,000 from the Governor's Energy Office.  The funding will go towards the construction of the CNG fueling station on the City's Municipal Services Campus.

Although the City was not awarded funding under this opportunity, we are currently utilizing Build America Bonds to move forward with this capital investment.   
Transportation Investments Generating Economic Recovery Department of Transportation 20,000,000 0 20,000,000
This competitive grant would have funded the construction of the 29 Road Viaduct and I-70 B interchange.  Although we were not awarded TIGER funding, the City and the County have moved forward with the project and it is currently under construction.

Community Development
Community Development Block Grants Department of Housing and Urban Development $91,783 $91,783 $0
This funding is also a direct, formula allocation.  The project was selected by City Council, and the funding will go to Housing Resources of Western Colorado for  the construction of a learning center at their  Garden Village Apartment Complex.  
 
Recent Awards
The City of Grand Junction was recently awarded $120,000 from the Governor’s Energy Office.  This funding will help construct the City’s first CNG fueling station at the City’s Municipal Services Campus.  Construction of the fueling station is set to start this summer and will be completed by early fall, 2010.

What is The American Recovery and
Reinvestment Act (the Recovery Act)?
 
The intent of the $787 Billion Recovery Act is to:
  • Preserve and create jobs and promote economic recovery;
  • Assist those most impacted by the recession;
  • Provide investments needed to increase economic efficiency by spurring technological advances;
  • Invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits; and
  • Stabilize state and local government budgets.
 
How will the Recovery Act
funds be distributed?
 
Funds will be distributed in three ways:
  1. By formula from the Federal government;
  2. Through State and Regional governmental agencies; and
  3. Through specific, competitive grant processes.

Because funding will be distributed from multiple agencies, and within various time frames, local governments are in the process of discovering how much funding will ultimately be available.

The official Web site of the Recovery Act is Recovery.gov. It features up-to-date information regarding developments in criteria and expenditures of funds, as well as information on government accountability and transparency. The Web site also features links to the Federal and State agencies and commissions. There are several unofficial and inaccurate Web sites on the Internet regarding this topic -- Recovery.gov is the only one we recommend.
