Thank you for visiting this site! As you may have heard, the City of Grand Junction completed the process of developing a comprehensive plan. On January 12, 2010, the City Planning Commission recommended approval to City Council and the Mesa County Planning Commission adopted the Plan at a joint public hearing. City Council adopted the Comprehensive Plan February 17, 2010.
This Comprehensive Plan was developed through an interactive community effort and will play an important role in guiding the future growth and development of the City of Grand Junction.
Planning Process
In the Fall of 2007, we looked at how the region could adequately accommodate new growth while retaining a desirable quality of life. Given the public cost of spread out growth, the cost of land, and the cost of gas, the public told us that we needed to change how we grow. We discussed community issues and values and formulated some basic principles to guide future growth. In the Winter of 2008 we shared those issues, values and emerging concepts with you and also provided information about Grand Junction (demographics, existing conditions, trends, etc.)
The next step was to merge all of the public input into four Growth Scenarios. These scenarios were presented at public meetings in July 2008. Two sub-area plans were also completed, one for the area northwest of the City and one for Central Orchard Mesa. These plan processes allowed us to test ideas from the over-all valley-wide Comprehensive Plan process. The sub-area plans were used as a guide for these two areas until the Comprehensive Plan was officially adopted. After considerable public input and discussion, a draft preferred alternative was developed and presented at two open houses in September 2008. The Draft Preferred Alternative was a combination of the elements of the four previous alternative scenarios: Business as Usual, Big City Center, Town Center and Village Center Concepts. This Draft Alternative was a combination of growing a big downtown; establishing village centers and neighborhood centers scattered throughout the community, many around existing neighborhood centers, with no change or business as usual for everything else. In December 2008 we held two open houses seeking public input on a revised preferred plan. Changes to the September draft included what we heard from the public as well as from our elected officials. During 2009 the planning process centered around defining and refining the Comprehensive Plan Vision; the Goals and Policies of the Plan; establishing an appropriate amendment process; and further refinement of the Future Land Use Map and Comprehensive Plan Document. The Grand Junction City Council and the Mesa County Board of County Commissioners have spent time establishing these important elements of the plan.
The vision of the Comprehensive Plan is "Becoming the most livable community west of the Rockies." To achieve that vision, the Plan established six Guiding Principles, twelve Goals and thirty Policies that will shape the communities' growth through 2035.

What is a Comprehensive Plan?
A comprehensive plan is a tool to guide the constant change and evolution that every community faces. It is comparable to a contractor's blueprint. By outlining a vision for the community, and strategies for achieving that vision, a comprehensive plan acts as a foundation for any policies and actions a community wants to implement in the future. Comprehensive Plans usually address the following issues: the use of land, natural resources, transportation, economic development, housing, recreation and public facilities. And the comprehensive planning process typically involves three steps:
- understanding where we are now;
- deciding where we want to go;
- and choosing how we get from where we are now to where we want to go.
