Below is a list of the various manuals that are used in the development review process.

 

Zoning & Development Code

The Zoning & Development Code shall apply to all territory, uses and facilities within the City's limits, and to public and private lands, all uses thereon, and all structures and buildings over which the City has jurisdiction under the constitution and laws of the state of Colorado of the United States or pursuant to the City's powers. TEDS (Transportation Engineering Design Standards)

The Transportation Engineering Design Standards regulate all transportation improvements within the public right-of-way and all private work to be dedicated to the public, either as right-of-way or as an easement. The standards are to be treated as law. To that extent they are imposed to provide coordinated, modern development with safe and efficient transportation facilities for the benefit of and to serve and protect users. The standards apply within the City limits and the urban area of Mesa County as defined by the Persigo Agreement. The standards for transportation, engineering and design shall be known as TEDS. Submittal Standards for Improvements and Development (SSID) Manual

Periodic updates to the Submittal Standards for Improvement and Development (SSID) are adopted that reflect community comment and clarifications to the standards as well as revisions required as part of the codification of these requirements. Major goals of these revisions are to:

  • Streamline the document, removing unnecessary material and onerous requirements
  • Correct errors and restructure conflicting or confusing language IIncorporate input from the public.
  • Remove requirements duplicated in other Codes or City adopted design manuals

SSID provides the definition of different required components for each development application type, for both the application and review part of the project as well as construction component. Each submittal component, whether it be a drawing, a report, a form or a survey is described and defined for content and format. The goal of the manual has been consistency and clarity. The manual is technical in nature, and a companion user’s guide will be published, although not made a part of the Municipal Code to help novice users understand the process and requirements.

The manual pertains to all development activity as defined by the City of Grand Junction’s Zoning and Development Code. The Public Works and Planning Department has the responsibility to enforce the provisions of the SSID Manual and the Zoning and Development Code.
